Loss of Power When Accelerating in Cold Conditions

Does it run good once warmed up? Your truck is doing it's cold start cycle, if you left it in park, e brake on, and didn't hit the pedals, I bet within 2 minutes it would go into it's warming cycle and go into high idle. That fan, swoosh noise you are hearing is the exhaust back pressure valve (ebv) closing to help with cold conditions. It will close when driving if the computer thinks it needs to based on a couple factors (all related to how cold things are). While this valve is closed, the truck will be extremely sluggish. Your exhaust is basically blocked.

Also, since the injectors run off high pressure oil, when that oil is cold, it will take some time for it to warm up which will affect response.

My truck is a DOG when it's cold. And I'm always easy on it when it's like that, and I turn my tuner down to stock as I don see a point in making the injectors work harder.

To me, sounds like things are normal on your rig.
