Large EGR Error %

Hello 6.0 experts, a question about the "EGR Error %" parameter. This is for a 2006 F350, 110k miles, mostly stock. When driving around town/stop and go, I am seeing very large negative EGR Error % readings. See the screenshot below. However, when driving on the freeway at a constant 65mph, "EGR %" is about a constant 6 and EGR Error is a constant zero.

The truck runs fine. No DTC's or CEL.

About a year ago I replaced the oil cooler (with a stock) and EGR cooler (with a BPD). The intake manifold and especially the EGR valve had much carbon build-up which I cleaned out.

I don't know whether a large negative EGR Error % means that the EGR valve is opening too much or not enough. If opening too much that might suggest that more exhaust is being recycled than should be, leading to excessive carbon build-up in the intake manifold maybe?

In other words, is the EGR valve defective.

If you're thinking of suggesting EGR delete, not possible as the truck is registered in California...

Arguably it wasn’t made visible to the owner by the manufacturer.

FORSCAN pulls all PIDs to an extent, so there is some noise in there that may have been relevant in 2006 because the EGR/Emissions systems were relatively new… but over time we’ve found more reliable methods.
