They're full of it - those numbers are normal. I get the same, or slightly worse, around town, and about the same when towing travel-trailers and construction office trailers on the highway. The best ways to improve MPG is to just drive slower and keep your tires aired-up. I'd also try cleaning your MAF sensor; if it gets clogged it will impact your MPG, but based on your numbers, I don't think you have that issue (still a good idea to keep it clean).
