Does that plate have a gasket or anything like that? Just wondering if the plate is there because that area fills up with some kind of fluid or something or just to protect the bolt behind it? Thanks

That area is for the high pressure oil from the hpop that bleeds off from the IPR valve and then drains back down to the oil pan.

I've even had the billet housings leak. Most of the time I end up having to dab a bit of Ford gray RTV on my finger and smear a light layer around the flange of the housing. Permatex gray will work too.
