Has any experienced the air conditioning only blowing through the defrost vents? It blows cold but something with the panel must not be working correctly. Thoughts?

Vacuum leak
My AC is doing the same thing. When I turn the ignition you can hear the vacuum pump running and never stops. I can feel air coming out of this area - not familiar with what it is. Is that the heater box? If so is there a vacuum sensor just inside of that box that might be bad?
