2000 F250 DSL (280K), started having a delay when starting last week. Then finally it will not start at all. I thought it was the batts, so I replaced both. It still delayed when started. This mourning I went to start it, all lights come on but no crank.

Check the voltage on the batteries, if they are good tap the starter. It's probably the starter that's gone bad.

You need to check the voltage at the starter and the starter relay, could be just the relay on the pass fender well, but you need to trace your power and see if you are getting voltage to the starter, if not back up the wiring track from there.
