So I am changing the oil in my 2001 Excursion and was looking around underneath and noticed this by front passenger tire. I don’t know what it is but I do know it’s not supposed to sit on there as it is clearly being worn through. Any help would be appreciated

THAT IS AN EXTERNAL TRANSMISSION FLUID FILTER.....AND IT LOOKS LIKE IT NEEDS TO BE CHANGED.....

That is a TEMPORARY transmission cooler filter. Those are not intended to be left in service as long as that one appears to have been.

Many transmissions shops install one of these as part of a re-build to capture any debris that may remain in the cooler after a transmission failure. They contain a filter media, a magnet to capture ferrous particles, and a by-pass valve that opens if the filter is left on too long and becomes restrictive to flow.

Remove it completely and reconnect the lines without it so things don't rub on the tie rod.
