I just went through this myself. I was too quick to order a new pump before I trouble shooted though. Try this:
1. Find the grey hose coming off the pump and follow it toward the heater hose and make sure it is attached (this is what my problem was).
2. Trace your vacuum lines from each hub all the way up to the motor to make sure you don't have any disconnects or leaks.
3. If one and two do not work and everything is connected, pull a hose off to test for a slight suction. If you do not feel anything, then order a new pump (ebay is fine $50-$75.00).
