Air is pressurized by the small turbo and fed to the larger variable turbo. On the exhaust side, the exhaust manifold feeds the variable turbo first, then the smaller turbo, then exiting towards the doc/dpf.
You can see in this picture the actual control arm to the left of the big turbo, for vane control, coming from the turbo actuator.
