Truck surges when cold.

The past few days my truck has been surging while driving until temp reaches around 100. Outside temp around 48. Started it this morning and a cloud of smoke came out with a blue haze to it. Ficm was 48 while starting but the logic side was 10 v. Battery voltage dipped to 11.2 v but came back up pretty quick. I remember last winter it would idle up to warm up quicker. It seems like it tried to idle up this morning but rpms barely changed. Any ideas to what it could be?
