Have a 2003 f 350 the rpm’s flutter between 15 and 20 k have change the icon and irp and iat sensors blown out fuel lines no water in oil or oil in water . Have 48 on all cylinders and 45 fuel pressures . Have cut off each injectors ,all are working idles fine and steady will build boost and it does it with or without turbo levels out as long as you don’t put too much load on it
