its a 97 f350 4x4

im putting alll new ball joints and tie rods on the truck and when i pulled the steering shock ( dont know proper name) off i found it was dead, id push it in, and it would stay there.

is this a normal shock or a certain type of mount? since i dont know the name of it ive had a little trouble doing research.

it's called a steering stabilizer and that's what it is supposed to do

you said thats whats its supposed to do? its not suppose to recoil like a regualr shock?
nope. if it were it would always push the wheels one way.

Shocks don't push anything one way or another, they provide resistance. Steering stabilizers should not push your wheels one way or another, only provide resistance as you push or pull them.

Gas filled shocks do push back, oil bathed shocks do not.
