Does the stand pipe usually come out in two pieces, and do I have to remove the high oil pressure rail to get to the other piece.

I just did this I think you need to take the oil rail off. If remember the reason why is on the older stand pipes and dummy plugs they come apart. It's not hard to get to them at all just pull that off and replace what you need to. Do not over tighten
