I have a 1999 Ford power stroke. It will not start. it turns over, but will not run. The tack is moving, etc.
Today i went and borrowed a really good scanner. The first code it threw out was a P1140 (water in fuel, grounded circuit, shorted sensor, PCM)
Can this code make the truck not start?
I have searched and searched for the answer, but cannot find it.
How would one go about diagnosing/fixing this problem?
Any information would be greatly appreciated.

yes check the fuse box for a blown fuse for the fuel bowl heater. If blown, disconnect the heater element and restart truck.

Ill almost bet your not getting a WTS light either.

There are no fuses blown, and I am getting a wait to start light.
