You're gonna have to pull the turbo and intake. No way around it.
I'd be concerned about those coolant temps also, but they may not be due to the oil cooler. ECT's that high would lead me to believe either your thermostat or your fan clutch aren't working correctly. Without knowing your engine oil temp's at those times, it's kind of hard to say if it's your oil cooler or not.
Do this: gradually let the truck get up to temp (ECT 190* or more) and go for a 15-20 min drive at a steady 60-65 mph. What are your ECT and EOT temps?
