Does anyone know what would make the tail lights and instrument lights not work? I have checked all the mini fuses and all are ok.

perhaps pull the main light switch check that its sending the signal. you will need a multimeter
If everything is ok. then check the fuses again. Its unlikely that both items would fail together unless their both on the same circuit. hope this helps

Did you check all the fuses under the hood as well as under the dash?

I had this happen to me once as well. I had to replace the fuse for the OBDII port under my dash. I hope this helps.
