so there's this little tube on the passenger side of the block that is dripping fuel. what gives? late 99 f250 psd automatic. any insight?

That tube is where the water drain on the fuel bowl discharges when opened (the yellow lever)

It is fairly common for the O-Rings to fail and cause a constant drip. you can easily "rebuild" it yourself.
