Ive seen some others who have ran into the same problem as me but have not had any answers as to why I'm still having this problem. I replaced my fuel filters, the map sensor and hose, the EBPS sensor and tubes, the EGR valve.
I only have power when its hot and when i do it still flutters at high RPM, although i did notice a high pitched sound that sounded like the turbo but coming from elsewhere when i hotrod it. Possibly a leaking CAC? I sprayed throttle body cleaner on them and got nothing. I don't have the equipment to tell me anything as i got the truck not too long ago other than that of a mechanics diagnostics in which said the EGR needed to be replaced among other things.

you can make a air tester from a 4 inch FernCo coupler and a pvc threaded cap

Remove the oil filler cap first
connect the fernco to the turbo inlet and apply about 10 psi -- listen for leaks

this can also be used on the exhaust pipe side

Nice suggestion. I have the equipment to test mine for leaks and have meant to do it for MONTHS! You just reminded me. After my golf round tomorrow ................ maybe.

That is a pretty damn resourceful idea. I would have to see what i can do and what comes up. I would think its time to do a delete and could be the main issue but no idea

The software change to the PCM programming that eliminated the EBP sensor from the engine control scheme was introduced by Ford in 2006 (only for the 2003 engines - and that includes the early 2004 model year production).
