I have a 1996 f350 4x4 7.3 powerstroke 5 speed manual with 120,000 miles. I'm only getting about 8 miles per gallon highway plus it doesn't change if I'm stomping on it or driving like a grandma. I've got the 6637 filter and just changed my oil and fuel filter and even replaced my EGR hose and sensor and unplugged the EBPV. The mileage never went up or down so was wondering is there anything else messing with my mileage?

I would check for any intake restrictions or leaks, exhaust restrictions (EBPV, CAT if its still there). I would see about 4psi boost in 5th gear at 70 mph on flat ground in my 94 Dually (also average about 16mpg overall). Check you MAP hose and maybe check the MAP frequency vs pressure (attached). Cheers!.
