Ok so when I got the truck the truck wouldnt start with a key it just has a push button that jumps the starter solenoid. but I had the steering column apart yesterday and there is only one small wire with a switch that comes off the cylinder. so this tells me something else is wrong. The ABS light also stays on all the time I am thinking that these two have something to do with each other? Nor does the Cruise control work. There was a plug that came out of the turn signal harness under the gauge cluster that had nothing plugged into it but the plug from the steering wheel fit right into it. any ideas? Oh and the horn works so I dont think the clock spring has anything to do with the cc not working.

The wire on the lock cyl. should be for the "key in ingition" buzzer. your problem is more then likely with the ignition switch (electrical part). that should be mounted to the lock cyl. housing with 2 screws. hope this helps ya. if you need anything else just ask.
