I dont know, but it sounds like he was lending you a FICM until you sent yours in to get fixed, which he was going to charge $200 for that. But since the things got stolen, he is out of his FICM which he wants the $$$ for.
But if he didnt tell you he was lending you the FICM, then I dont know. Read up on his website and see if it says anything about lending them out.
