That would be part of, i am not 100% sure with the diesel but with the regular gas its just a pricing game with the guy across the street or around the corner. Wife worked 7-11 and from time to time the station down the road would either drop down somewhere between 5-10 cents a gallon or go up 5-10 cents a gallon whichever way it went managers would be told to raise it up or lower it but to always be 1.5-2 cents lower then that other guy even if her particular store refilled their tanks 2 days ago... Diesel could be a different ballgame ?
