Anything is street legal just gotta know the right people. Had a 91 coupe and a 414 stroker, a 94 with a carbed 331/c4 full spool rear end. My current is a 2000 gt with a teskid block stroked to a 5.0 with a 2.1 kenne bell on top. No smog/cats on any of em.
