96 powerstroke suction sound

I have a 96 power stroke and it makes a weird sucking sound between 1900 and 2100 rpm. Once it gets over about 2100 the sucking stops. It also feels like I lose some power while the sucking sound is happening. Is it possible that this is the EBVP? I already cleaned it out and I didn't change anything.
