Would installing a welded EGR cooler on a 2007 truck throw the check engine light on? If so, is tuning the only option to get rid of it?

From what I understand, yes.

A programmer... Old SCTx4 would be my go-to. The new ones won't let you disable the EGR.

What I understand is that you can't really turn off the egr and it needs to be plugged in, even if you block the egr port off. What the tuner(s) do is simply disable the check engine light.

Yeah and no code because the valve is off.

I run a welded cooler on my 05 Excursion and don’t get a light or code.

Yes. And code for low egr flow. The pcm got smarter with age. I think only 03-04 is no light, the 05 may be early and didn’t learn the new strategy yet.
