Sounds to me like the IPR is not closing, I see it is commanded to 85%, but that is just a command -- the IPR may not actually be closing at all
What you can do is download ForScan and use that to manipulate the IPR with the engine running while watching the ICP sensor pressures and observing the actions of the engine
The full PC version can do this, not sure if the "lite" version con or not
