I have been working on my 03 6.0 and it just isn't firing up. changed the injector boots and the oil sending tubes gonna try replacing the ipr valve and icp sensor, its just pushing 90 psi on oil pressure. all started after straight piping the truck really needing some advice on this thing.

Well, you're gonna need forscan or torque pro to get some data.
Usually if your only building 90 psi on your high pressure rail, you have a leak in that system. Could be anything that moves oil from the pump to orings on the rails.
Could also be a low pressure pump problem.
You can start replacing parts or do proper diagnostics and fix it right, once.

Ive done a leak test after replacing all the o rings. No leaks anywhere thinking it maybe the ipr or icp sensor.and maybe a back pressure sensor.

The back pressure sensor isn't going to affect the high pressure oil pressure. In fact, the 03 does not even use the EBP sensor if it has had a PCM flash update in the past 14 yrs (and almost every 03 has been updated).

You can test the ICP sensor simply by unplugging it to see if it will start. Also you can get the ICP sensor volts at KOEO as an indication of its health.
