6.0 alternator only charging at 9 volts

Okay so here is the issue. Alternator is only producing 8.8-9v. I have found that the LG/RD wire is only producing 1v key on engine running anyone have any ideas?

I've tried searching and haven't found too much on definitive ways to trouble shoot this issue. I have attached the I circuit to battery voltage and the alternator will fire at 11.8-12.5 volts but that is slowly killing my batteries.

i have replaced the alternator twice with two brand new units.
