XL is a lower trim level than the XLT. However, you can option either with options...
For the two trucks you're looking at:
According to their listings they're only offering $2K more off original MSRP for the used one compared to the new one...which is no good deal at all for 16K miles.
The XL has an MSRP base of $39.5K and $15K in options added...$54.5K...dealer is offering $10K off MSRP.
The XLT has an MSRP base of $44.8K and $10K in options added...$54.8K...dealer is offering $12K off MSRP.
I'd click the "VIEW FACTORY STICKER" on both and compare the standard features of both trim levels PLUS the options that were added for both...then consider what is important to you or not.
One difference would be the new truck will have the $1600 destination/delivery added to the above MSRPs I listed.
Check incentives on the 2019 new truck too...not sure what they are right now and whether you're financing or not...but there's usually something. Go to Ford.com to check current offers.
If both are suitable for you and with final MSRPs of both being virtually exactly the same...I'd either negotiate the heck out of the used one or purchase the new one. They're not offering you a very good deal on the XLT with 16K miles compared to an almost identical MSRP on the new one with zero miles. I'd say "asking price" of the used truck has plenty of room to negotiate.
If you buy new remember to start at invoice for negotiating...not MSRP. Have them show you the invoice, then deduct any available incentives and pay nothing above that figure. They have holdbacks for their compensation on the sale.
Outside of everything else, one is a long bed and the other is not, gear ratios are different, 5th wheel prep and camper package, etc. Those are big choices for most...and don't forget fuel tank size of 34gal for the short bed and 48gal for the long bed.
