And back to the P132B code. Should I have the turbo cleaned by a professional (not me)? Do you feel this is a good maintenance item to do on a truck that is 13 years old but with only 37,770 miles on it?

Oh man....that is a horrible, terrible, awful code. I'll be glad to take that 38k mile truck with that nasty code off your hands.
But if you don't want to sell me your truck on the cheap, cleaning the turbo is something you can do yourself fairly easily. There are posts on this site plus you can get videos off the web. I like the videos by Diesel Tech Ron such as this one on turbo removal:
I just cleaned mine for the first time a few months back. I took my time....and it was really very straight forward. The cleaning of the unison ring and related parts was super easy with a dremel tool and brass brushes.
