Is your EGR deleted? If not, that's the obvious reason

Would you know if there is any difference in the wiring between the early and late icp sensors? Pigtail was still good from last year so didn't wire anything

EGR has been gone for years. Wonder if the new sensor was bad from the factory

That code will generally indicate a bad sensor or bad wiring. I thought I'd read that the later ICP sensor were a direct replacement, but I can't be 100% certain of that. If you can get a cheap '03 sensor at a local parts store, it might be worth a shot to get you going again.

Its raining and starting to get dark so will work on it again tomorrow. Old sensor KOEO 0v while cranking never got above .4v now KOEO is 5.0v. Best I can think is to unplug it and see if the code goes away or not

Have you tried to start it with the sensor unplugged?

I have not. Not sure if mine is different but I can't even get back there to unplug it without taking the cold air intake out, degas and FICM out just to have the room to reach back. And power just went out at my house so no lights but I will be doing that tomorrow morning

@G8orFord was corrrect when mentioning that many install the 04+ ICP sensor as a replacement. There is a slight voltage deviation at KOEO, but not much else of which I am aware.
