Gpr booted post has no power, when conncted to battery the starter engages

Hi i have a 2001 7.3 e350 with 70k miles. Has cold start issues if the temp drops below 45f or so. The booted post of the gpr shows no power. Nor does the other large post (obvioisly). Small signal post on gpr gets 12v with the key on.. I believe the relay works because i can hear and feel it click. When i wire the booted(always on) post of the gpr directly to the battery the starter begins to crank immediatly. I followed the booted-post-gpr wire and it seems to meet with another relay on the p/s fender, perhaps the starter relay? There are no other fusable links that i can see, and every fuse below the dash and below the hood are good. Whats going on here? Thanks.

There should be 2 fusible links that come off the starter solenoid on the pass. fender. I believe one of them is for the power to the GPR. Grab each wire one both sides of fusible link and pull if it stretches its bad. Did you unhook the booted wire on the GPR before you put 12v to ut from the battery?
