96 psd cranks but will not start

Hi ive got a 1996 powerstroke diesel with a starting issue, it all started about a month ago it became very and i me mean very! slugish when cold to the point of almost not being driveable. Once it warmed up it was fine off idle but when idleing it had a significant miss. I had been driving it this way for about a month because of the long hours i work at my job i didn't have the time to troubleshoot it. well this morning i didn't have time to let it warm up jumped in it got about a mile down the road and it cut out and now will crank but not start. here's what i know and have checked:
: checked all the maxi fuses
: replaced cps recently so i doubt that's it
:no smoke from tailpipe
:wait to start light does come on
:fuel pump appears to be working
:I have also noticed that the engine valley back by the turbo is filled up with a little bit of diesel.
:i know this is not good for it but when a little ether is applied to a rag and draped over the air intake it will run for a second off of the ether
ive norrowed it down to a few things i think it is. Tell me what you guys think: It's either my IPR, ICP, or PCM. I am not new to diesels but new to PSD diesels. Any help on how to troubleshoot these items or any other theories you might have would be greatly appreciated, Thanks!
