7.3 No start, No smoke after injector install

I have a 1996 7.3 that will not run. I’ve ohmd the injectors and they all read 2.9, I’ve filled up my hpop, done a buzz test, checked and cleared all codes, has 50 psi at the valve and just put a new fuel filter in it. Oil is brand new with a new filter. It will run with a gas soaked rag over the intake. I’ve killed my batteries probably 10+ times now cranking, making sure it doesn’t go under 10.5 volts. I have a snapon Zeus scanner which can read sensor data. My icp was reading zero which I think is incorrect because of the amazon sensor I threw in it so with that unplugged it reads 2440 icp and 36%ipr when cranking. It also gets around 180 rpm on the starter. I checked the harness going to the valve cover and it wasnt sending it any voltage but I used a digital volt meter. Tomorrow I will use an analog one. Any info appreciated, I’m only 17 and this is my school project of sorts (I go to a tech school). My teacher is a old ford tech and knows a lot about the idi engines but he left the dealership right when these things came out.

Your scanner is not wrong on the ICP reading with it plugged in, you have a High Pressure Oil leak somewhere. 2440 is a default number the computer gives when the ICP is unplugged.

I thought that if there was a leak somewhere I would get some icp pressure even if very little. Also what could cause the injectors from getting the voltage from the idm?

Also my oil pressure on my dash is where it normally is when cranking

How did you seat the injectors? 7.3ís are a little tricky, I have to use a rubber mallet to get them home before torquing the bolt. If you have a hydraulic shop handy you can rig up an air chuck with a whip to each cylinder head and see if they hold air. Pressurize where the hpop hose hooks up. You sure ipr is plugged in?

@SparkyF250 I am not questioning their experience I just want to know as much about how this truck works as possible since I plan on keeping it for a while. I can’t try anything until around noon tomorrow because it got towed to my shop at school. I really appreciate the quick responses by everyone and sorry if I seem a bit nosy with advice.

@LoxDiesel I seated them by hitting the tops of the solenoids with a rubber mallet then torqued the retainer bolts to spec. We will check if the head holds pressure tomorrow.

Just sayin Corey and Sean are both shop owners and know the 7.3 as well as anyone. They will help you, don't be afraid to ask questions, that's how you learn. Also be aware since they are shop owners, they're busy so they may not have an immediate reply. Another good source of info is our "librarian" @djmaguire he's pretty good on the electric side of things.
