Cranking, but no start

My buddy gave me a 2003 f250 xlt 6.0 , it wasnít running when i got it. He told me that the dealer told him lpop had scowling and needed to be swapped. Iíve replaced the Lpop and there were signs of scowling, front cover and water pump Bc it came in kit, 2 new batteries 700cca each, upgraded to 6.4 starter, new detent spring(the one in it was in 3 pieces), new temp sensor, the fuel system is aftermarket, heads been studded almost completely bullet proofed, upgraded coolant system, new motorcraft oem filter and 15w40 motorcraft oil as well as oil cap is eom too, all glow plugs are good, no check engine light, and Iím still not getting any oil up to the filter. It cranks and cranks but it just wonít turn over. My buddies been helping me w the build he works on 6.0ís here in Texas and itís not cold here if anyone was think itís the temp. Please i need some other ideas ive spent 1700$ alone in parts and my buddy has a snap on obd2 reader that shows him almost everything Iíve run out of ideas and so has he. I think if no oils coming to the filter that maybe there could a mass leak on the motor somewhere else , also this is my first post so trying to be descriptive. Thank you to all who comment please and thank you !

No start troubleshooting guide:

https://www.powerstroke.org/forum/6-...condition.html

I've used it a couple of times and it's led me right to my problem. Follow it step-by step (even check things you "know" are ok - that's ended up being my problem before) and you'll get to the source of the problem.

Have you checked the oil pressure regulator by the harmonic balancer?

Not sure what you mean by "top regulator".

When you remove the oil filter cap and crank (best to do it after removing the FICM relay, OR crank w/ the starter solenoid wire jumpered to the passenger + terminal), how quickly will the oil filter housing fill?
