Air in Secondary fuel bowl

Getting air in my fuel, it passes the bubble test for injectors but this is what happens when I turn the key on. I’m thinking my HFCM is drawing air, already ran hose into a 5 gallon jug to fuel pump to eliminate tank issues. Checked the cap on frame many times even greased it well. Should I just get a new HFCM? Also replaced the drain plug.
