2004 6.0 won’t start

Help. I have an 04 excursion with the 6.0. One day I noticed a rough idle after a two hour drive. Got up the next morning, and she would only crank, but not start. Judging by the icp only getting up to about 300psi, I assumed I had a weak hpop, so I replaced it along with a new J tube. Still no start. Any ideas?
FICM- 49volts
FICM sync- good
IPR - straight to 85%
ICP - 305 psi
ICP volts - .56

I suggest using the IPR air test fitting with a short whip hose and ball valve -- checking for leaks on the high pressure oil rails

That 85% is a "commanded" value, the IPR may or may not actually be closing -- the air fitting will eliminate the IPR from the system for the test, if the test is good -- then the IPR is what is leaking, you can use a hose to run an air test on the IPR valve as well -- there is a youtube vid showing how

General note:
For all those wanting a premium silicone sealer Kubota 70000-73764 is the best your gonna find. This is a hybrid gray silicone that uses solvent rather than acid to start the curing reaction, this makes it safe for aluminum and and any surface that involves coolant.

I assume this engine is the same as the 2003, which doesn’t really seem to have the leaks associated with the later model years on the high pressure system. How did the ICP and IPR valve look when you had the cover plate off the HPOP?

I have ordered a fitting to leak test the system. The IPR looked good with no damage to the screen. The engine appears to be a later model 04 as the ICP is in the front of the passenger side valve cover. Thanks for the tips.
