No start, getting glow plug codes

I have a 2006 F350 that I bought not running and the top end apart. All of the upgrades have been done and it has nice parts. I am trying to start it for the first time and it isnt working. I have an Autoengunity scanner and it shows 47v on FICM, 590psi for high pressure oil when cranking, good RPM, good battery voltage, oil fills the bowl, there is fuel in the bowl, and I get no try to even start.

I have all of the glow plug codes, except for the relay code. I pulled the harnesses and there was good resistance on the plugs. I replaced the glow plug module with a spare, no change.

Any ideas?

How cold is it where you are? Do you see smoke out the tailpipe when you're trying to start it?

Do you have FICM sync? What is your IRP% while cranking and what is your ICPv KOEO?

It is in my shop, so 50-55 deg. I am not seeing any smoke at all. 85% when cranking for IPR %. I will check the other items tonight and let you know.

.85v for icp volts, the FICM information for SYNC shows a 0 when not cranking and a 1 when cranking

I have been messing with it, and when the fuel pump is on, it stays on for a long time, and you can hear gurgling and a high pitched squealing up by the fuel bowl. It doesnt seem to be pressurizing even though fuel is flowing. What could be wrong?

ICPv is .85v KOEO? If so, that's not right at all. Should be ~.21v +/-

What does it show when cranking?

This table showing .84 would show that as ok, without having any smoke, I would think fuel issue, as that is what my 7.3 Powerstroke did a couple years back and I found a hole in the fuel lines.

Unplug the ICP sensor and try to start it.

I did do that, no change to how it started but the AE scanner showed 1500 or 1600 psi for ICP pressure
