Quick braking issue

Hey guys, I replaced my p/steer pump today as it failed, when I replaced it I gave it a bleed, brakes and steering were crap, bled it again, and steering is perfect, brakes are perfect when driving around town like pulling up to lights and intercetions, but when I go to stomp on the brakes to do a emergency stop, the pedal just goes hard and I slowly pull up, I bled it again and it's still the same, won't even trigger the abs on a dirt road, but when I turn the steering (even a small bit) whilst stepping on the brakes hard, it wants to lock all 4 wheels and pulls up instantly, fairly new to this type of brake/steering setup

Is this just a issue of more bleeding needed or is there something else wrong
