Factory wheels chrome or clear coat?

I haven't really cleaned up my f250 since I bought it until today. I've only had it for a few weeks now. But today after I washed it i realized how terrible the paint looks. It has overspray all over. Also to the effect that it looks metallic black. Then after polishing two of the wheels I find that the other two have red paint on them! My question is are the factory 2005-2007 20" wheels actual chrome or are they clear coated? I was thinking about taking some paint thinner on a rag and trying to see if i couldn't get the paint off that way. Any suggestions. Also do you think a clay bar might get some of the overspray off of the actual paint or do I just need to take it in for the clear coat to be cut and polished?
