99 F250 tire concerns

Hi all!

Here's whats up: I have a late 99 F250 4x4 Off Road 7.3 diesel

1. I want to change out the after market 16x11 rims I have to stock 8 lug Super duty 17in rims. Will this work?

2. What would be the danger of putting 285/75/17's on my truck. (I have a 9in suspension lift so I'm not worried about scrubbing.)

3. Would the felt horsepower loss be high?

4. what about fuel mileage? Would it suffer with such set up?
