I traded in my truck for this one and the one thing thats bugging me is the lack of center caps and that the clearcoat? is coming off the wheel and kinda snaking all around the rim (the lighter white patches on rim)

Looks like you will have to wet sand those down starting with 400 grit and progress up to at least 1200. Then take a mothers power ball and polish to them, should clean em up but will take some labor

We have a used wheel place where I live that will redo the clear coat on a set of wheels for $100. Might be something to look for in your neck of the woods.
