Brakes lock up

I just bought a 1992 f350 and the front brakes lock up and the only time it releases is when I pull up on the brake pedel the pedel will not return to the original position.the guy that had it before changed the hoses on them.anyone know what I need to do to fix them do I change the master cylinder or the brake booster

i would change the mater cylinder cause that is what sending the power to the font brakes and its not holdin pressure and flowin things right

At last I figured out that it was the brake booster, locking the brakes up. Changed it and the brakes unlocked.
