No ICP pressure

I am working on a 2005 6.0. it came in as a no start with low icp pressure. the owner wanted a bullet proof diesel kit installed witch I have done many of. after installing kit along with a reman hpop, icp reg and new head tubes I still have a no start but now i have 0 icp pressure and after removing the sensor i can see i have no oil in oil manifolds. i do have flow to the hpop res. my command pressure on my scanner is fine but my icp voltage is .24v
