2002 f350 psd glow plug relay question

i checked the glow plug relay(or whatever it is called).i have battery power at the black/red wire post all the time.turn the key and there is no power at the other side at all.is it bad?that is my first question.
the second question is i noticed on pass side valve cover plug there is a wire that is chaffed through,can i tape it up with some kind of heat tape or can i buy a harness for it?is that part of the main harness or is it just taped up with the main engine harness?
any help would br great cause i don't really have the money to throw at it if it doesn't really need it.
