Is your truck a 7.3L or a 6.0L need to know being that the 03 had both engines in them. Early 03's had the 7.3L and the late 03's had the 6.0L in them. The engine is gonna make a difference on what the problem maybe.

The sound is just your fan revving up because your truck is getting a bit warm. I'll bet when you were going to Glamis, it was in the winter months, huh? Now, since its summer, your hearing the noise... As far as your lack of power towing the hills, I'm not sure. What is your boost pressure? Are you smelling any coolant towing those long grades?

I pull heavy loads frequently all year through the mountians in Applachia. Its frequent the 6.0 fan will cycle on/off on the long grades up - under full load on a 12% grade giving the PSD all it has to hold 50mph - that engine does get hot. Hear it less in the winter months.
