That's not a river. Probably the ocean and the tide was coming in and they would have been stuck somewhere they didn't want to be.

I see...it's a creek that flows to the ocean sometimes.

Thats Pismo California...on rare occasions during high tide it gets that way... but generally speaking it doesnt get that bad or deep

they were going into the sand dunes/ camping area
