Brake controller question

Well this morning I hooked up a dump trailer to my 02 and the electric brakes weren't working? I have a Voyager brake controller and the light just stayed green and no matter what I did I couldn't get the trailer brakes to work. Well with the trailer unplugged I got my volt meter out and tested the voltage and at the 7 pin it was 12.32 volts at the brake connector with the engine off and key out of the ignition. Turned the engine on and pretty much same thing but 13.72 volts because of the alternater charging. Well go to the controller itself and test the voltage on the blue wire for the brakes and it's reading 12.32 volts with the key off. Is the controller broke or what am I missing? It's not the trailer because I hooked it to another truck and the brakes worked fine.
