16'/18' tilting Deck over trailer?

im looking for a tilting 16'/18' flat deck trailer. i would prefer the high boy style with the deck over the axles. i have found many manufactures that make them but the smallest ive found is 22'

here is an example (22')

so would it be easy enough to modify a regular 16'/18' deck over trailer and add a ram and motor for hydraulics?

what are you guys' thoughts?

Probably smallest made is 22 because of how steep the incline will be. How much do they run new?

Why not just get a 22' and have more space?
