4x4 Wont disengage

I have a 2003f250 4x4 crew cab with the 7.3l. The other day I was refueling and had reached in to the cab to turn the fan up on the heater and turned the 4x4 selector sw by accident. The truck went into 4x4 high and would not come out of it after trying everything I knew while on the road. I decide to drive it home the 20 miles in 4 high and when I got home I decide to mess with it some more and put it in 4 low. Now it is stuck in 4 low and wont come out. I have tried the place foot on brake, shift to neutral and wait up to a minute and got no results. I have now replaced both relays, the transfer case acuator, tapped on the transfer case shift area and still I am stuck in 4 low. All vacuum lies are good and the electric vacuum pump is working. All fuses have checked out to be good.
I have not replaced the pulse vacuum hub solenoid yet. I do have vaccum on the red line if I plug the black line. The light on the dash light up 4x4 and low.

What else could it be that is not allowing the 4x4 sytem to disengage?? Outside of their being a possible transfer case issue what is left??
